Next Generation Namespace Infrastructure



INTRODUCTION

The current situation concerning the Domain Name System is raising more and more interest as the end of the ICANN JPA in September is approaching. European Union Commissioner Reding in her recent 04 May 2009 video address declared : Let us not forget that ICANN, in the end, has the unique position of a global quasi-monopoly. The global nature of the internet is its very strength and it certainly requires global management. But monopolies always involve the risk of abuse. Viviane Reding added : "I trust that President Obama will have the courage, the wisdom and the respect for the global nature of the internet to pave the way in September for a new, more accountable, more transparent, more democratic and more multilateral form of Internet Governance, and she underlined that "a moment of truth will come on 30 September this year, when the current agreement between ICANN and the US Government expires.

In the other hand, in the United States, some key members of Congress are calling for a permanent ICANN-U.S. relationship .

Instead of engaging into bitter debates on how to co-manage this quasi-monopoly, another reasonnable approach is to explore whether there are any technical alternatives for the development of future information networks ?. Is there an effective solution to open to competition name resolving services. ?

Therefore this informal workshop is organized to explore those issues, in the context of the expert mission that has been recently contracted by ITU.
Main mission items are the following :
  • 1 Explore the technical possibilities allowed by the use of the class parameter ( cf.RFC 5395 superseding RFC 2929) in order to open to competition the DNS namespace services infrastructure of IP-based networks ;
  • 2 Assess the consequences in terms of IP-based networks ( including Internet ) policies and governance, as well as for the general economy, in particular to confront the economic crisis ;
  • 3. Assess other applications, as appropriate, such as,inter alia, tools to enable the semantic web, to facilitate linguistic diversity, to improve security , and to provide namespace services for the “Net of Things”, and “Next Generation Networks”.
This mission has been awarded to Dr. Francis Muguet, following his presentation at the WSIS Forum : Opening to competition the namespace infrastructure ( 20 May 2009, Geneva ). Dr. Muguet is organizing this workshop which is hosted at ITU headquarters. Entrance is open and free but registration is required.
