ACTIONS & STATEMENTS during the
Intersessional Meeting
Paris (France) 15-18 July 2003

Specific ACTIONS of the WG-PCT

  • Civil Society Statement Presentation : Plenary Session - 16 July 2003 by Richard Stallman, member of the steering committee. English: HTML,PDF ( also on PrepCom.Net )

  • Lobbying with states delegates over the issue of "Open Source/Free Software" mostly by members of the FSF, the FSF-France and FST-Europe (FSF Europe report)

  • Raising the issue that only right owners but not creators were mentionnned in new paragraph 40C. This point has been included in the Statement by Meryem Marzouki on behalf of the whole Civil Society ( 18 July ) ( also at PrepCom.Net )

With regards to intellectual property, we are very concerned to note that the Declaration of Principles, in keeping with the tendency of the TRIPS agreement, breaks the delicate balance of article 27 of the UDHR between the rights of authors and the rights of all people to share in scientific advancement and its benefits. Worse still, the Declaration does not even refer to authors or creators, but only to rights owners.
