Preparation of the Draft Programme and
Budget for 2010-2011 (35 C/5)
In 29 C/Resolution 87, the General Conference
endorsed, among others, recommendation 23(i) of the
working group on the structure and function of the
General Conference, established pursuant to
28 C/Resolution 37.2. The recommendation proposed
that the General Conference should focus the major
part of its work on the main lines of emphasis of the
ensuing programme.

Overall review of Major Programmes II
and III
In 33 C/Resolution 2, the General Conference decided
to launch an overall review of Major Programmes II
and III, and requested the Director-General to set up a
team of scientific experts working in close partnership

recommendations of the expert team to it at its 34th
session.

Adoption of the Appropriation Resolution for
2008-2009
In accordance with Article 4.1 of the Financial
Regulations, the appropriations voted by the General
Conference shall constitute an authorization to the
Director-General to incur obligations and make
payments for the purposes for which the

In pursuance of 33 C/Resolution 15, the Director-
General reports to the General Conference on the
work accomplished on EFA since its 33rd session, in
particular on the impetus given to EFA activities by the

Action Plan, South-South cooperation, the E-9
initiative and the creation of the international advisory
panel.

Establishment of a UNESCO observatory on
women, sport and physical education
The General Conference is informed of
175 EX/Decision 52, that welcomed the proposal of
the Greek Government to establish such an
observatory at the Secretariat General of Sport,
Ministry of Culture, in Athens, Greece, and
recommended its creation.

Decision required: the General Conference is invited
to approve the establishment of the observatory and
to authorize the Director-General to appoint one staff
member to the Steering Group of the observatory and
to enter into a cooperation agreement with the
observatory, as appropriate.

Renewal of the Operational Agreement
between UNESCO and the Government of
the Netherlands on the UNESCO-IHE
Institute for Water Education
The Operational Agreement signed in March 2003 by
UNESCO and the Government of the Netherlands will
expire after five years. The renewal of this Agreement
needs to be approved by the General Conference.
The principal substantive issue concerns the annual
grant (subsidy) provided by the Dutch Government.

to renew, for the period from 1 January 2008 to

Draft of the declaration of principles relating
to cultural objects displaced in connection
with the Second World War
In pursuance of 33 C/Resolution 45, and after having
convened an intergovernmental meeting to elaborate
a draft of the declaration of principles relating to
cultural objects displaced in connection with the
Second World War, the Director-General submits for
examination by the 34th session of the General
Conference such a draft declaration accompanied by
observations of Member States thereon as well as by
the final report of the second session of the
intergovernmental meeting held in March 2007.

Decision required: as recommended by the Executive
Board, the General Conference invites the Director-
General to convene an intergovernmental meeting of
experts, funded from extrabudgetary funds, to
continue to examine the text in order to reach a
consensus, and decides to suspend consideration of
the draft declaration until its 35th session.

Monitoring of the implementation of
UNESCO's standard-setting instruments
Further to 32 C/Resolution 77 of the General
Conference, which broadened the terms of reference
of the Committee on Conventions and
Recommendations (CR) of the Executive Board by
entrusting to it the consideration of reports on the
standard-setting instruments for which no follow-up
mechanism was provided, and in the context of the
strengthening from 2001 of the first aspect of the CR
Committee's terms of reference relating to the
implementation of UNESCO's standard-setting

, identified 10 priority recommendations out of
the 31 recommendations for whose monitoring the CR
Committee was responsible.

1970 Convention and other Member States on
measures taken to implement the Convention.

Decision required: in the proposed draft resolution, the
General Conference invites Member States and the
Director-General to strengthen regional and
international cooperation to combat trafficking in
cultural property; it also invites the Director-General to
examine Member States' reporting procedures that
are complementary to existing procedure.

against Discrimination in Education (1960)

Having considered document 177 EX/36 containing
the results of the seventh consultation of Member
States on the implementation of the Convention and
the Recommendation against Discrimination in
Education, covering the period 2000-2005 and
continuing challenges being faced by Member States,
the Executive Board decided to transmit it to the
General Conference.

Decision required: the General Conference is invited
to request the Director-General to intensify efforts to
encourage Member States to adopt domestic
measures to secure education for all without
discrimination or exclusion, and to invite the Director-
General to initiate the eighth consultation of Member
States in order that its results be examined by the
Executive Board and then presented to the 37th

In accordance with Section V.3 of the Directives
concerning UNESCO's relations with non-

receives every six years a report by the Executive
Board on the contribution made to UNESCO's
activities by the organizations maintaining formal
relations with it. This report also contains a review of
the lessons drawn from the evaluation, and
recommendations aimed at enhancing cooperation
between UNESCO and the NGOs.

In accordance with 33 C/Resolution 75, the Director-
General has pursued the implementation of the
medium- and long-term staffing strategy, and in
pursuance of 176 EX/Decision 6(I) reports thereon to
the General Conference (34 C/28 Part I).

The Director-General also reports to the General
Conference on the main results of the first phase of
the work of the task force responsible for re-examining
the decentralization strategy which addressed, from
November 2006 to June 2007, the urgent adjustments
required, in particular to enable the Organization to
participate actively in the reform of the United Nations
in the field (34 C/28 Part II).

Action Plan for improved management of
extrabudgetary funds
In response to 33 C/Resolution 92 (R.5), document
34 C/41 provides comprehensive information on
UNESCO's extrabudgetary activities, notably
emphasizing the coherence between these activities
and those implemented under the regular programme
and budget. The report also highlights further progress
in the implementation of the overall Action Plan for
improved management of extrabudgetary funds in
response to requests from the Executive Board in
175 EX/Decision 36 and 176 EX/Decision 43.

Decision required: the General Conference is invited
to take a decision on the report contained in document
34 C/41, and to provide overall policy guidance on the
programming and implementation of UNESCO's
extrabudgetary activities.

According to Article 12.10 of UNESCO's Financial
Regulations, the External Auditor's report and the
audited financial statements, together with the report
of the Director-General on the accounts of UNESCO
for the financial period ended 31 December 2005, are
transmitted to the General Conference by the
Executive Board (175 EX/Decision 33).

Decision required: the General Conference is invited
to take note of and to approve the report by the
External Auditor and the audited financial statements
on the accounts of UNESCO for the financial period

Scale of assessment and currency of
Member States' contributions
According to Article IX of the Constitution and
Article 5.1 of UNESCO's Financial Regulations, the
General Conference determines the scale of
assessment of Member States' contributions for each
financial period.

Decision required: the General Conference is invited
to adopt the assessment of scale, the currency of
assessment and payment of contributions to the
budget for 2008-2009.

Collection of Member States' contributions
In accordance with 31 C/Resolution 53(III), the existing
incentive scheme to encourage prompt payment of
contributions expires on 31 December 2007. In 33
C/Resolution 02 the Director-
General was invited to
report to the General Conference at its 34th session
on the actual position concerning all payment plans
agreed upon between UNESCO and Member States
in arrears with their contributions.

Decision required: the General Conference is invited
to give guidance on ways of collecting arrears and of
obtaining approval of measures for the financing of
the programme during 2008-2009. It is also invited to
approve new payment plans presented in document
34 C/32 and Add. and to determine the future of the
incentive scheme.

Working Capital Fund: level and
administration
According to Article 6.2 of UNESCO's Financial
Regulations, the General Conference determines the
level of the Working Capital Fund and the purposes
for which it shall be used. It is also invited to authorize
allocations for 2008-2009 of UNESCO Coupons
payable in local currency.

International Public Sector Accounting
Standards (IPSAS)
The Executive Board, by means of 176 EX/Deci-
sion 40
, recommended that the General Conference
approve the adoption of IPSAS as the accounting
standard of UNESCO from 1 January 2010, noting
that the preparatory process is already under way
within the Organization.

Decision required: the General Conference is invited
to approve the Board's recommendation. It is also
invited to recommend that the Secretariat examine
any relevant amendments to the Financial Regulations
of the Organization and that such amendments be
