Within the context of the launch of an European Commission study: An effective scientific publishing system for European research in mid-June 2004, it appears quite important that the WSIS Civil Society Scientific Information Working Group (WSIS-SI WG) should be able promote Open Access as an implementation of the WSIS Declaration and Plan of Action at the main European Information Society Technologies (IST) event, organised under the EU's Dutch Presidency by the European Commission in partnership with the Dutch Ministry of Economic Affairs.
