PRESS CONFERENCES ( a perspective from Meryem Marzouki, HR caucus )

1/ One should understand that there has been NO press team on CS side. 
While this is highly regrettable, and not only because of press 
conferences, we have to face reality. Paola, from CS secretariat was 
the person to ask, and that's all. Let me add that there has been no 
coordination on CS side (pity, but that's the way it is). I suspect 
that press conferences slots have been given on a first-come 
first-served basis.

2/ There have been press conferences organized each day, 2 alloted to 
CS (or entities considered as CS), 1 to private sector (generally ICC 
or ICC+), the remaining slots being devoted to WSIS organization (daily 
briefings etc.), to some governments, and to international 
organizations (mainly UN or UN agencies or task forces). See at the end 
of this message the list of all WSIS press conferences.

- Among the 6 press conference held on Dec. 9, the CS (or considered as 
such by WSIS) ones are those of ISOC and gender caucus
- Among the 7 PC held on Dec. 10, the CS (or considered as such by 
WSIS) ones are those of cities/local authorities and youth caucus
- Among the 12 PC helf on Dec. 11, the CS (or considered as such by 
WSIS) ones are those of CPSR/FUNGLODE and WSIS CS as a whole (CS 
declaration launch)
- Among the 12 PC held on Dec. 12, the CS (or considered as such by 
WSIS) ones are those of disability caucus, human rights caucus and 
Linux Professional Institute.

Everyday, CS got 2 press conferences and private sector got 1, except 
for the last day, where CS had 3 and private sector none. I suspect 
there has been no request from private sector for this last day.

All CS press conferences were held by caucuses/groups having been 
deeply involved in the process, except 2:
- ISOC
- The Linux Professional Institute
(the status of CPSR/FUNGLODE event is not clear to me. However, be it 
organized by CPSR or Robert Guerra on his own, they are not new comers 
in WSIS process).

As a matter of fact, there is more to say on the Linux institute press 
conference than on the ISOC one, since WSIS CS plenary unsuccessfully 
asked for a slot the last day after the plenary (to present the CS 
statement condemning repression) and found that it has already been 
taken by the Linux institute.

Regarding the HR caucus, we asked Paola (through Robert Guerra good 
offices, to be precise) on Dec. 11, in order to present the caucus 
assessment of the WSIS declaration and PoA, and to have China and 
Tunisia HR advocates talk to the press -- which we have found of high 
importance. We got the positive answer on Dec. 11 evening.

3/ Finally, ISOC press conference was not an event on "governance". I 
wasted 20mn watching the video on the web, and it was a presentation of 
ISOC -- no interest at all: Lynn St Amour took 12 minutes out of 20 to 
tell the whole world what is ISOC ("we are the Internet" or something 
like that...), Robert Kahn took 3 or 4 minutes to explain that he's one 
of the "Internet's fathers", and Arthur Serra introduced next INET conf 
to be held in Barcelona. That's _really_ all: general ISOC 
advertisement. From this press conference, ISOC can by no mean appear 
as the natural (or even one among many) CS contributor to the UN panel 
on Internet governance. From the probably already ongoing lobbying 
efforts, it certainly will, but that's another story.

So the conclusion is that this caucus shouldn't waste its time 
discussing this issue. Next time (if any), CS should better organize. 
If things were normal, then CS should have decided on its daily 2 
slots, and organize their distribution among caucuses, having e.g. 2 or 
3 of them sharing each press conference.
