The Content and Themes group will use the following
process to nominate speakers for the Summit.

** Your adherence to the following procedures is critical if
 we are to accomplish this on time. In particular, please
 follow the e-mail instructions closely.
**

0. An ad hoc committee will be formed to make the recommendations based on nominations.
 See below.
 This committee will first propose and make known criteria in addition to those already
 established by the Secretariat
 (see http://mboom.draper.albany.edu/~mciver/WSIS/Summit/Speakers/ ).
** We invite a representative from each caucus and regional group to be on this committee.

1. Caucuses and individual members of the plenary are invited to submit
� nominations.

� -- Use text e-mail only!
� -- Please copy the following into the body of your message

 by Saturday, November 7th, 2003 at 12.
 -- This will include a regional and gender break down.

3. The ad hoc committee will then discuss the different proposals in view of the criteria, and
�� come up with a balanced speakers list.

5. The appropriate form will be transmitted to the ITU by
